In addition, some of the most competitive colleges actually require all scores to be submitted and do not want applicants to choose not to send specific scores. This means that if a student is not careful, she could be penalized by a college for applying without submitting all of her scores and actually jeopardize her acceptance to the college. The bottom line is that both students and parents need to carefully research the admissions requirements of the colleges the student is applying to, and be aware of the specific school's policies regarding Score Choice, and how the test scores will be used. Marlows evolution from an average European to a man who realizes his own naivet?, and ultimately discovers his own reality, is evident in his observations of how things are labeled in the Congo. To find ones own reality one must not rely solely on other peoples morality or principles; one must assess his own life. Kurtz shows Marlow that regardless of whether the truth is good or bad, one must face his reality. He must face his own actions even when the conclusion is the horror.? By doing so, he will find his true reality. Marlow understands that being true to you is not following anothers moral code, but being able to judge ones self honestly to discover a true reality. Because of his newfound understanding, Marlow claims that Kurtzs last words serve as [. . . ] a moral victory paid for by innumerable defeats (70). Despite Kurtzs immoral ways, he is victorious. Because he did not run away from the truth, he won a moral victory (McLauchlan 382). Marlow learns the essence of naming and understands what it means to search for the truth within himself. Marlow encounters two extremes while on his search: the European mentality, which he finds completely oblivious to reality; and Kurtz, a man who has found his horrible and unrestrained reality. With this extraordinary knowledge of the two extremes of mankind, he returns to England. Because of his knowledge, he has a new understanding. He knows it is impossible to revert to his former mentality because he has been enlightened and, thus, lost his naivete. Perhaps he could adopt Kurtz ways and live in the other extreme. At one point, Marlow had peered over the edge (68). Why did he not jump? Marlow is repelled from joining Kurtz for several reasons. First, Kurtz had kicked himself loose of the earth.. .he had kicked the very earth to pieces. He was alone and I before him did not know whether I stood on the ground or floated in the air (65). Kurtz had denied any sort of moral convictions in order to be worshipped as a god. Because of this unmonitored power, Kurtz lost all sense of restraint and became the savage that he was. Marlow, however, has not lost his sense of morality and, thus, has not become a savage free of societal hindrance. It is because of Marlows rejection of both the Europeans, who he claims are full of stupid importance? (70), and Kurtz inability to establish his own moral code, that Marlow chooses another avenue. The first time the reader witnesses Marlows choice to find a middle ground is when he first gets back to Europe. Marlow finds himself resenting the way the Europeans go about their lives, hurrying through the streets to filch a little money from each other (70). Not only did he find their lives meaningless, but he also silently mocked them. I had no particular desire to enlighten them, but I had some difficulty restraining myself from laughing in their faces so full of stupid importance. I tottered about the streets [. . .] grinning bitterly at perfectly respectable persons. I admit my behaviour was inexcusable [. . .]? (70). Although Marlow looked down on the Europeans, he judged his own actions and found them inexcusable. This is evidence of Marlow rejecting Kurtz extreme. Unlike Kurtz who could not fault others because he lacked any restraint, Marlow realizes that he can not fault them because they do not know the truth he knows. He seems to be searching for a middle ground between Kurtz enlightened madness and the Europeans egocentric stupidity, but the reader does not know exactly what Marlow feels. By looking back to Marlows voyage, the reader can see an act of affirmation for the middle of the two extremes. While aboard the Nellie, Marlow says, I hate, detest, and cant bear a lie [. . .] simply because it appalls me. There is a taint of death, a flavor of mortality in lies. .. (29). However, near the end of the novel, he acts in away that is diametrically opposite of his assertion. Marlow visits Kurtz intended to speak of her beloved fianc?. She desperately wants to know what his last words were. Marlow says, ?The last word he pronounced wasyour name (75). He lies to her. He does something he previously claimed to detest. Marlows lie to the intended is an indication that he has found a middle ground between the two extremes of human nature (Stewart 369). Her question forced Marlow to look inside himself for the truth of his reality. He found an instance where a lie was better than the truth. Like Kurtz, Marlow judged the situation independently, but unlike Kurtz, he used reason and reality. He rejected Kurtz values, which were based on whims and void of any objective principles. Marlow successfully used both personal creeds and objective principles to decide what answer to give the desperate intended. Marlow found a middle ground and discovered his own truth. Marlow saw the suffering imposed by the imperialistic environment on the Congo and its natives and it had a tremendous effect on him. He underwent a drastic change in response to the hostile environment that was so different from his homeland. Kurtz showed him the flaws of European imperialistic ideals. This creates a difficult situation for the city manager because on one hand, they are responsible for putting together and finalizing the policy drafts and depending on the city council and the legislative arm for approval on the other hand. This inability to act without having to engage in bureaucratic consultation and coordination is a major aspect that limits the authority of a city manager. It also makes it very difficult for a manager to implement several policies since the policy drafts are reviewed by the legislature and other parties before being approved. This disadvantaged position for most city managers also forces them to engage in political activities and include political stakeholders in the urban policy development process. Since approval has to originate from legislative quarters, city managers working closely with political figures especially congressional representatives have a higher chance of realizing their city policies than city managers who work independently. This is because congressional representatives create a mutual relationship with the city council that allows for the swift passage of bills and the consideration of interests respectively. This is one of the grey area were political events find themselves intertwined with city council matters. The reverse is true for the city council decisions. The city council is made up of part-time politicians that are inexperienced and will constantly require the support of the city manager when making city decisions. This sharing of policy power with the city manager is a controversial topic considering the different roles played by each party. However, even though they share this policy power, city managers have a substantially higher authority considering they have significant policy knowledge. Conversely, city council officials are influenced by political factors. Therefore, they cannot offer proper leadership on matters concerning urban policy formulation. Apart form this factor, other issues also influence the effectiveness of a city manager. The political aspect in the relationship between the manager and the city council is the main reason for the councilââ¬â¢s preference for awarding policymaking authority to city managers who share and support their political viewpoints. Going around suing and having the government attempt to shut down technological advances is not the way to handle this problem. I believe that my solution, may not be the greatest, but it is a step in the right direction. The Internet is a powerful tool and each artist should be able to use it how it best suits them.

One of the most important of those documents was The Federalist Papers. It is a series of 85 articles/essays that were written by Alexander Hamilton, James Madison and John Jay, between 1787 and 1788.This paper will focus on the purpose of the Federalist Papers, who the intended audience was, and why another document ââ¬â the Articles of Confederation ââ¬â written after the American Revolution, failed in the wake of the Constitution being drafted and ratified. (Peacock, n. d. ) The Federalist Papers, better known as The Federalist, or The New Constitution, was a planned attack devised by Alexander Hamilton, a lawyer from New York. Federalist Papers, 2012) I say attack, but it was more of a ââ¬Å"strong supportâ⬠of the newly proposed Const itution. He, along with Madison and Jay, wrote the papers under the pseudonym of Publius (the Roman citizen was that credited with saving the Roman republicanism). This was common practice when someone was writing something for public eyes, yet he or she didnââ¬â¢t want anyone to know who was writing the material. The Federalist Papers, 2002) The purpose was to try to and assist American republicanism by demonstrating the necessity of the Constitution. The essays had another other significant purpose: it immediately showed New Yorkers why it was a good idea to ratify the Constitution and in turn word quickly spread to the other States in the Union. They actually took the lead in ratifying the document, with New York coming in after the necessary nine states that were needed had already ratified.The Federalist Papers have helped our society to clearly understand what the writers of the Constitution were thinking when they wrote that document nearly 200 years ago. Today, federal judges frequently use the Federalist Papers to interpret the Constitution as a means to get a broader picture of the intentions of the framers and ratifiers (The Federalist Papers, 2002) I donââ¬â¢t think the authors, Hamilton, Madison and Jay, knew that the papers they drafted and published between 1787 and 1788 would still be influential in todayââ¬â¢s government choices and proceedings.The Articles of Confederation, formally the Articles of Confederation and Perpetual Union, was an agreement among the 13 founding states that established the United States of America as a confederation of sovereign states and served as its first constitution. (Why did the Articles of Confederation fail? , 2012) With time, several things were pointed out as wrong or needing revising with the Articles.Among the reasons the Articles failed, giving way to the new Constitution, were: every state was independent (free to make their own choices, which did not sit well with the countries leaders) which reflected the seemingly written purpose that this was done so that the national government was kept as weak as possible; each state only had one vote in Congress, regardless of their size; Congress did not have the power to tax nor did they have the power to control trade (which was something that was needed to keep the finances of America over water); there was no national court system (criminals were free to run wild; no steady judgments were made by any laws); and the states refused to finance t he national government. These were just a few of the noticeably problems. In 1786, a rebellion is western Massachusetts protested the rising debt and economy chaosâ⬠¦but the national government was unable to assemble to a military force to help out it down, something else seen as needing to be fixed as soon as possible.For these reasons, the Articles of Confederation failed. (Kelly, 2012) The Federalist Papers are a significant piece to our nationââ¬â¢s history. People were set with the Articles of Confederation as being the only constitution they needed, but as the years went by, more things made it clear that a revision, or a whole new document for that matters, was needed to address the current states of the Union. It took some persuading to get the Constitution ratified, and the 85 essays written by Hamilton, Madison and Jay helped persuade the American people to define the United States as we know it today. On the morning of September 11, 2001 people around the world turned on their televisions and became witnesses the most devastating terrorist act ever carried out on U.S. soil. Much time has passed since then and the United States has changed in the succeeding years. Billions more than before, are now going into defense funds. American citizens have lost many conveniences as well as bits and pieces of privacy. Many Americans have even added many words to their vocabulary. Words like Al-Queda and Anthrax are thrown around in everyday conversation. To most these things are understandable, they were changes necessary to insure Americans safety. The problem however, is that terrorism doesnt just happen in our country. It happens in everyâ⬠¦show more contentâ⬠¦Its amazing how the U.S. calls itself helping people when in actuality they just go and kill people. The last time I checked the law we were past the days of Hammurabis Code. The U.S. needs not to meddle in the affairs of oth er nations. At this very moment U.S. troops are out on deployment in hundreds of nations across the globe fighting to bring peace and stop inhumane acts. On the surface level this may seem fine but in reality its not. In most of these countries our assistance is not wanted. Yet year after year we continue to send men and women in the line of fire. Putting U.S. troops in hostile, anti-American regions in which they become target practice for any half-baked terrorist out there. The Patriot Act also set aside billions upon billions of dollars into the defense budget. This money is all coming from us the taxpayers. It makes no sense to spend all that money on fighting wars that are not our own. There are many horrible things that go on everyday in this world. No one nation is responsible for correcting the wrongs of the planet. By sending in our people to try and fix things we only make problems worse. This country is in debt itself yet; in the midst of all this terrorism talk people seem to have forgotten this fact. There are so many other beneficial things, which that money could be used for. As a nation we are in debt trillions of dollars why not put money towards repaying that? Millions of people here are on welfare.
